Monthly Costs Nobody Warned You About
What is vastike? Learn about hoitovastike, rahoitusvastike, and all the monthly costs of owning an apartment in Finland. The full breakdown.
Monthly Costs Nobody Warned You About
Why your €250/month vastike apartment actually costs €450/month
You found an apartment. The listing says maintenance fee (vastike) is €250 per month. That seems manageable.
Then you move in. And the bills start arriving.
Water: €25/month Electricity: €80/month Internet: €30/month Home insurance: €15/month Parking: €50/month
Suddenly that €250 is €450. And you haven't even counted the rahoitusvastike yet.
Welcome to the real cost of apartment living in Finland.
The Core: What Is Vastike?
Vastike is the monthly fee every apartment owner pays to the housing company (taloyhtiö). It covers shared costs of running and maintaining the building.
But "vastike" isn't one thing. It's typically split into components:
Hoitovastike (Maintenance Fee)
This covers day-to-day operations:
- Property management (isännöitsijä)
- Building insurance
- Heating (usually)
- Common area electricity
- Cleaning and maintenance
- Snow removal
- Trash collection
- Reserve fund contributions
- Minor repairs
This is the base fee everyone pays.
Rahoitusvastike (Financing Fee)
This pays off housing company loans:
- Loans from past renovations
- Loans from ongoing renovations
You only pay this if the building has loans. If you paid off your debt share at purchase, you don't pay rahoitusvastike.
Water Fee (Vesimaksu)
Water is typically charged separately as vesimaksu (not part of vastike). It's often:
- A fixed monthly fee per person
- With an annual adjustment (tasausmaksu) based on actual consumption
This is different from vastike — it's a separate charge based on residents.
2024 Hoitovastike by City
Here are the actual average maintenance fees for apartment buildings in Finland, based on the latest data:
| City | Hoitovastike (2024) | For 60 sqm apartment |
|---|---|---|
| Finland average | 4.63 €/m²/month | ~€278/month |
| Helsinki | 5.49 €/m²/month | ~€329/month |
| Espoo | 4.60 €/m²/month | ~€276/month |
| Vantaa | 4.75 €/m²/month | ~€285/month |
| Tampere | 4.66 €/m²/month | ~€280/month |
| Turku | 4.05 €/m²/month | ~€243/month |
(Source: Kiinteistöliitto, Hoitovastikekysely 2024)
The differences are significant. A 60 sqm apartment in Helsinki costs about €86/month more in hoitovastike alone compared to the same size apartment in Turku — that's over €1,000/year before rahoitusvastike, water, electricity, or anything else.
What's Included vs. What You Pay Separately
This is where it gets confusing. Different buildings include different things in vastike.
Typically INCLUDED in vastike:
| Cost | Notes |
|---|---|
| Heating | Almost always (district heating is common) |
| Building insurance | Covers the structure, not your belongings |
| Property management | Professional administration |
| Common area maintenance | Hallways, yard, shared sauna (yhteiskäyttösauna), etc. |
| Basic building maintenance | Minor repairs, upkeep |
Typically SEPARATE (you pay directly):
| Cost | Typical amount | Notes |
|---|---|---|
| Electricity | €50-150/month | Your own contract with provider |
| Water | €15-30/person/month | Sometimes in vastike, often separate |
| Internet | €20-40/month | Your own contract |
| Personal home insurance | €10-25/month | Protects your belongings (the housing company has its own building insurance) |
| Parking | €20-150/month | If you have a parking space |
| Sauna | €5-20/month | If building has a sauna slot system |
| Storage | €10-40/month | Additional storage beyond what's included |
(Note: Amounts for electricity, insurance, parking vary significantly by location, usage, and provider)
Sometimes included, sometimes not:
| Cost | Check the details |
|---|---|
| Water | Per-person fee? In vastike? Metered? |
| Sauna | Included in vastike? Separate booking fee? |
| Internet connection | Some buildings include in vastike |
| Laundry | Common machines free? Coin-operated? |
Always ask specifically what's included in vastike.
Water: A Surprise for Many
In many countries, water is metered and you pay for use. In Finland, it's often:
- Fixed per-person fee (common in older buildings)
- Sometimes included in vastike
- Sometimes metered (increasingly common in newer buildings)
According to Kiinteistöliitto, water consumption in buildings with meters averages 119 liters/person/day, while in buildings without meters it's 129 liters/person/day. Metering does affect behavior.
Example from Heka (Helsinki city housing): Their 2025 water advance payment is €15/resident/month, and at 120 liters/person/day consumption, a 3-person family pays about €66/month for water. (Source: Heka)
Important: When you buy, you need to tell the housing company how many people will live there. If you report fewer residents than actually live there (e.g., saying 1 person when 4 live there), the housing company can charge water fees retroactively.
Real Example: Building Your Monthly Budget
Let's take a realistic example. 60 sqm apartment in Helsinki area:
| Cost | Amount | Notes |
|---|---|---|
| Hoitovastike | €329/month | Based on Helsinki average 5.49 €/m² |
| Rahoitusvastike | €120/month | Paying off renovation loan |
| Total vastike | €449/month | What the building charges |
| Water (separate) | €20/month | Per person, depends on usage |
| Electricity | €25/month | Depends on usage |
| Electricity transmission | €25/month | Fixed + usage component |
| Internet | €25/month | Basic broadband |
| Personal home insurance | €15/month | Contents + liability |
| Parking | €40/month | If you have a car |
| = Total monthly | €599/month | True housing cost |
Note: Some costs depend on your own choices and usage — water, electricity, and parking are variable. This example assumes one person; water costs increase with more residents.
And this doesn't include your mortgage payment if you have one.
The Rahoitusvastike Trap
Here's something that catches people:
Apartment A:
- Listing price: €220,000
- Vastike: €250/month
Apartment B:
- Listing price: €200,000
- Vastike: €420/month
Apartment B looks cheaper to buy. But that high vastike likely means high rahoitusvastike — a large housing company loan you're paying off monthly.
Over 10 years:
- Apartment A vastike: €250 × 120 months = €30,000
- Apartment B vastike: €420 × 120 months = €50,400
The "cheaper" apartment costs €20,000 more in fees over 10 years.
And that rahoitusvastike might not even be paying off current loans — it might increase again when the next renovation comes.
Registration and One-Time Costs
When you buy an apartment, there are also one-time costs to budget:
| Cost | Amount | Notes |
|---|---|---|
| Transfer tax | 1.5% of velaton hinta | Paid at purchase |
| Ownership registration | €92 | Fee to Maanmittauslaitos |
(Sources: Verohallinto, Maanmittauslaitos)
Note: These costs apply to apartments (asunto-osake). For real estate (kiinteistö), transfer tax is 3% and registration follows a different process (lainhuuto). See our article on Apartment vs. House for more details.
What Can Change (And When)
Vastike is not fixed forever. It can change when:
| Event | Effect on vastike |
|---|---|
| Annual budget approval | Hoitovastike adjusted to cover costs |
| New renovation loan | Rahoitusvastike increases |
| Debt paid off | Rahoitusvastike decreases or disappears |
| Costs increase (heating, insurance, etc.) | Hoitovastike increases |
| Building adds services | Vastike may increase |
The annual meeting (yhtiökokous) approves the budget and vastike levels each year.
Comparing Apartments: True Monthly Cost
When comparing apartments, calculate the true monthly cost:
TRUE MONTHLY COST =
Hoitovastike
+ Rahoitusvastike
+ Water (if separate)
+ Electricity estimate
+ Parking (if needed)
+ Your mortgage payment
= What you actually pay each month
Don't forget to add potential future rahoitusvastike if renovations are planned.
Tip: When comparing properties, always calculate the total monthly cost — not just the listing price or vastike alone.
